东京——有民族主义倾向的大阪市长桥下彻在回答记者问题时表示，当时逼迫亚洲女性担当娼妓的体制在二战时期是必需的，只有这样才能够“维持军纪”，并为那些冒着生命危险而战斗的士兵提供放松与休闲。
这一通说辞在周一已激起了邻国的不满。作为日本的邻国，这些国家曾是日本的首要侵略对象，一直以来都在抱怨日本从未对自己所犯下的罪行真正赎罪。
这位年轻而狂妄的桥下彻市长也是日本保守政治团体——维新会的共同代表，他对记者们表示，没有任何证据能够证明日本军队曾强迫妇女充当“慰安妇”。
“为了保持军队里的纪律，在战争时期这样做是必需的，”桥下彻说道，“对于那些在枪林弹雨中，冒着生命危险作战的将士们来说，如果你想要让他们获得片刻的放松和休息，那么一个能对他们进行慰安的妇人就是必需的了。这是大家都很明白的道理呀。”
历史学家们认为，在二战时期有多大20万来自朝鲜半岛和中国的女性曾被转到日本军方开设的妓院中，并被强迫为日本士兵提供性服务。
对此，韩国外交部表达了失望之情，并批评桥下极其欠缺历史观念，且对女性权力缺乏尊重。韩国外交部督促日本领导重审日本过去严重侵犯人权的军国主义行为，并重新重新正确的历史认知。
桥下的此番言论无疑也增加了人们正试图为战争暴行翻案的安倍保守ZF的反感。在他于12月就任之前，安倍就致力于推翻1993年时任官房长官河野洋平对慰安妇时间所做的公开道歉。在河野洋平的道歉中，他不仅承认了慰安妇的存在，也对这些被迫成为日军性奴隶的女性所遭受的苦难表达了悔愧之情。
安倍也承认“慰安妇”的确存在，但他否认这些女人是被迫提供性服务的，并声称这种说法缺乏官方证据。
近日来安倍ZF的高官们纷纷发表否认日本ZF过去道歉的言论，此举显然已加深了日本与韩国、中国之间的紧张局势，也使美国更加关注安倍的民族主义动向。
日本内阁官房长官菅义伟曾多次重申日本ZF在慰安妇事件上的立场，并称“那些女人经历了难以忍受的苦难。”
“日本ZF在慰安妇问题上的态度我已经进行了阐述。她们经历了难以形容的痛苦。在这份感情上，安倍内阁与过去的几届内阁是一样的。”
日本文部科学大臣下村博文则表示，面对来自邻国和美国的指责，桥下的话并不能在解释历史方面帮日本多少。
“我们一系列解释（战时）历史的做法都被误解了。在这个意义上，桥下先生的这番话没选对时机。”下村博文对记者说，“真不知道这个特殊的时候故意说这种话有什么好处？”
桥下彻，现年43岁，与著名的民族主义分子，前日本ZF官员石原慎太郎同为日本新成立的维新会共同代表。
现任日本民主党代表代行小泽锐仁认为，桥下的这段话反映了他的个人观点，并对这番话会激起怎样的反应表示了担忧
“我们应该问问他真正的目的何在，并在某种情况下阻止这种行为。”小泽锐仁说道。
